States of Guernsey - A New Approach To Road Markings and Signs Maintenance

One of the defining principles of highways asset management is maximising the opportunities provided by digital technology to manage information and data, improving capabilities to better manage the performance of the road assets. Gaist’s unique technology captures a wide range of information from just one survey, providing a range of information traditionally only accessible by multiple (and costly) surveys. Covering full road and footway condition, and asset condition and location, road markings and much more from one survey, increasing numbers of local authorities are turning to Gaist to facilitate greatly improved highways maintenance provision.


Following a request from States of Guernsey (States Works), Gaist were pleased to be able to conduct a full asset data collection services for road markings and traffic signs covering the whole 260 miles of roads across the Island. Delivered through HighwayView on their AssetStream platform at no extra charge, Gaist provided high quality data to enable effective prioritisation of work according to the condition of the assets.


The key point of differentiation between the work with Guernsey and alternatives is the quality and accuracy of the data, providing a best-in-class solution to the common problems of incomplete or unreliable data. This is all captured from one driven survey, making multiple surveys a thing of the past and providing better data at a reduced cost.


What’s more, the accurate, geolocated asset and lining data we provided to Guernsey is underpinned by high definition, panoramic imagery easily accessible through HighwyView. This enables their in-house expertise to go further, enabling asset managers to clearly view their networks (including lining and assets accounted for in the survey) from the desktop.

RAMS framework

The services we provide can easily be procured under the RAMS (Road Asset Management System) framework. The Procurement of the RAMS framework has been undertaken in accordance with Public Contract Regulations, 2015. The tender process was carried out under the Open Procedure following the publication of Find A Tender Service contract notice, publication number 2021/S 000-000293 dated 07/01/2021. This framework is available to any Contracting Authority in England and Wales that is a ‘Local Authority’ as defined in Section 270 of The Local Government Act 1972, and the Department for Transport.

The first step is to complete and submit the Access Agreement form on the RAMS Framework website https://ramsframework.co.uk/ and once approved by Blackpool Council (The Framework administrative authority) you will have access to the members area where all of the relevant contract documentation can be downloaded.
